Rest of the World Emergency Assistance Program

Overview

The Claims Conference helps more than 128,000 Holocaust survivors in over 41 countries through grantee partner agencies. We recognize there are Holocaust survivors living in countries that do not have access to these partner agencies. This program is intended to provide reimbursements for emergency expenses to eligible Holocaust survivors currently living in a country that does not have a Claims Conference-funded Social Welfare Program. Funding for the program is provided through the Successor Organization.

You may be eligible for this program if you are a Holocaust survivor who has received previous compensation, live in a country without a Claims Conference funded program, and meet certain financial criteria. You must also have receipts for emergency expenses from the current calendar year. Eligible expenses are medical care, dental care, food, heating and cooling bills, short-term homecare, and funeral expenses.

EUR 1,000 is the cap for reimbursement for the current program year. Payments will be made to living Holocaust survivors only. No payments will be made to spouses, second generation, or heirs.

Geography

You live in a country that does not receive Claims Conference funding. Please search for your country in this database of currently funded programs.

Previous Compensation

Applicants must have previously received individual compensation as a Jewish victim of Nazi persecution. If you have never filed an application with the Claims Conference for one of the programs below, you will be required to do so prior to being considered for this program. Please see the application page to apply for compensation.

  • Central and Eastern European Fund (CEEF)
  • Hardship Fund
  • Child Survivor Fund
  • Regional-Specific Pension Program (RSP)

Income and Assets

  • Your annual income is below the equivalent of EUR 22,500, including any pensions.
  • Your assets, excluding a primary residence and automobile, are below the equivalent of EUR 22,500.

How to Apply

The Emergency Assistance Program Portal (EAP Portal) allows survivors to complete their applications entirely online. On the portal survivors can see if they meet the eligibility requirements, apply, submit reimbursement requests, and track the status of their requests.

To apply, navigate to the portal (linked above) and click, “Ready to Apply for the program.” If you are determined eligible based on your responses to the Eligibility Questionnaire, you will be invited to apply for the program.

After your application is submitted and reviewed, if you are eligible for the program, you will be provided with credentials to create your account. On your account you can submit reimbursement requests and track your existing requests.

If you would like to apply using the paper application form rather than the EAP Portal, please contact eaprow@claimscon.org, and the form will be provided. Paper applications must include copies of the receipts/invoices that reimbursement is requested for. Completed paper applications should be mailed to the address below or emailed to eaprow@claimscon.org.
