Appeals
The Claims Conference has an independent review office to evaluate applications that are not approved for certain programs, including: Hardship Fund, Article 2 Fund, Central and Eastern European Fund, Child Survivor Fund and Spouse of Holocaust Survivor Fund.
Appeals may be filed within one year from the date that a claim is denied.
Please see the contact information listed below for appeals to all five programs, and when mailing a letter, please write the name of the fund above the mailing address. For example, for appeals to the Hardship Fund, please write “Independent Review Office for Hardship Fund.”

Independent Appeals Authority
- Justice Stephen Adler was born in New York and received his law degree from Columbia University. He is a former President and Chief Justice of the National Labor Court of Israel. Justice Adler is an adjunct lecturer at the law school of the Hebrew University of Jerusalem.
- David G. Marwell, Ph.D. is an American historian, who has served and led a number of not-for-profit and government organizations. He is Director Emeritus of the Museum of Jewish Heritage in New York City and the President of the Leo Baeck Institute — New York | Berlin.
